Permit

In compliance with the provisions of the Federal Water Pollution Control Act, as amended (33 U.S.C. 1251 et seq; the "Federal Act"), Michigan Act 451, Public Acts of 1994, as amended (the "Michigan Act"), Parts 31 and 41, and Michigan Executive Orders 1991-31, 1995-4 and 1995-18,

is authorized to discharge from the municipal separate storm water drainage system ("drainage system") operated by the University of Michigan.  This is designated as the UM MS4 (municipal separate storm water sewer system).

The University of Michigan-Dearborn campus is engaged in many activities aimed at eliminating storm water pollution from campus operations. Examples include the Soil Erosion and Sedimentation Control Program and Storm Water Management Plan contain information regarding campus activities and programs.

Program Assessment and Reporting

NPDES Permit No. MI0053902 is administered by the Michigan Department of Environment, Great Lakes, and Energy (EGLE).  The Permit requires the University to submit a Mid-Year and Annual progress reports that covers the following: 1) Compliance Assessment, 2) Environmental Impacts, 3) Water Quality Assessment, 4) Data and Results, 5) Upcoming Activities, 6) Best Management Practices Changes, 7) Notice of Changes in Reliance on Permitted Drainage System Operators, 8) Drainage System Changes, 9) Revised Fiscal Analysis, and 10) Annual Budget.  In addition, the Permit requires the University to notify the Department of all non-compliant discharges into the drainage system during the reporting period.
