Common situations for student's using VA Educational Benefits and instructions. 

  • If you have never used your VA Benefits

    To begin please follow this quick reference list by clicking on the links. Please ensure you have completed each task.

    Apply to the university. First-time users will need to create an account before completing the University Application. The application for VA Education Benefits is an external page managed by the Veterans Administration. Please ensure when applying for VA education benefits, you apply for the correct program. When the claim (application process) is complete, the VA will issue a Certificate of Eligibility (COE) to qualified individuals. The certificate will contain basic eligibility information including months of entitlement, the period of eligibility and benefit level. The turnaround time to receive your COE from VA can take longer than 30 days. The VA determines benefit eligibility, not the University. Please keep this in mind when deciding when to process your application. Students are responsible for outstanding balances not covered by the VA.

    Once you have registered for your classes, you must complete the Veterans Affairs Certification Request Form. The Veterans Certifying Official cannot certify your benefits until this form has been received. This form must be completed each term in which benefits are requested.

    Paper applications and instructions can be found here. New Veterans use VA Form 22-1990; dependents VA Form 22-5490; Post 9/11-Transfer of Entitlement (ToE) students use VA-Form 22-1990e.

    If you choose to mail in your application for VA Education benefits, please keep in mind it takes a minimum of 30 days for the VA to process your claim, allow additional time for mail in transit. The electronic application is recommended. Our Veteran Service Office will assist you if necessary.

  • If you are a “Transfer Student” who has used VA Benefits at another institution.

    If you have previously used your VA education benefits and are now transferring to UM-Dearborn, you must complete the electronic Request for Change of Program or Place of Training Form (VA Form 22-1995; and for dependents, VA Form 22-5495).

    You may download these forms from the Department of Veteran Affairs Forms website. You may also obtain the form from the Office of the Registrar. Once you have completed this form it must be submitted to the Office of the Registrar.

  • Current/Continuing Students at UM-Dearborn

    Each semester please complete the Veterans Affairs Certification Request Form. The Certifying Official must validate your enrollment to certify your benefits. Not completing the form will delay in VA payments to you and the university!
