Biography and Education

Karine Baydoun Ibrahim, Ph.D., MPA, serves as the CECS Doctoral Program Specialist at the University of Michigan-Dearborn. She holds a Ph.D. in Political Science from Wayne State University, with specialization in public administration, public policy, and world politics. Her research focuses on civil service quality, collaborative governance, corruption, and institutional effectiveness, with a regional emphasis on the Middle East and North Africa (MENA). Her doctoral work develops an original framework for measuring civil service quality in the MENA region and examines its relationship with corruption.


Karine brings extensive experience in higher education, research development, and international governance programs, including over seven years of grant and donor-funded project management with the United Nations Development Programme (UNDP). She teaches courses in public administration, public policy, world politics, statistics, and American government. She has published in the Journal of Public Affairs Education and contributed to edited volumes on
collaborative governance and public management. She is a recipient of the Founders’ Fellowship from the American Society of Public Administration (ASPA).
