Identification Requirements

All contractors on the University of Michigan-Dearborn campus must have appropriate identification with them at all times. The Contractor Badging Policy outlines the badging and identification requirements for construction projects at the University of Michigan-Dearborn.

POLICY

All contractors on the University of Michigan—Dearborn campus must have appropriate identification with them at all times. This policy outlines the badging and identification requirements for construction projects at UM-Dearborn.

PROCEDURES

General Procedures:

  1. Photo ID badges may be obtained from the Renick University Center (RUC) for a nominal fee.
  2. All contractors and vendors on site must carry a current photo ID issued by the State of Michigan or other U.S. government agency. (e.g.: driver’s license or passport).
  3. UM-Dearborn photo ID cards expire after one year and are required for card reader access on the campus.
  4. No badge is required when a vendor is accompanied by a UM-Dearborn employee.

Strategic Vendors and Maintenance Contractors:

  1. UM-Dearborn strategic vendors and contractors will sign in each day in the Facilities Operations office (CSS building) and receive a disposable badge and parking pass.
  2. When work is complete and/or at the end of the shift, contractor/vendor will call the phone number on the badge to check everyone out.

Projects with Multiple Contractors:

  1. Mcards are issued to each General Contractor Site Superintendent and Sub-contractor Superintendent who will be on site for one month or more..
  2. The FacOps Project Manager will facilitate Mcard issuance, working with UUE to get the Mcard and with the Access coordinator to provide the appropriate card reader access.
  3. The project manager will notify the Access coordinator when the contractor no longer needs access.  Card access will also be monitored through quarterly Mcard access reviews.
  4. Before construction begins, the FacOps project manager and the Executive Director will determine, based on the project scope and size, how worker attendance will be monitored.  One of the following practices will be followed:
    1. Contractors/sub-contractors and vendors (with or without badges) are logged in by the Superintendent each day. No Contractor daily check-in forms and no CSS visits are required. (this is mainly only applicable in a stand-alone project where contractor has control of the entire building).
    2. The Superintendent or site manager completes the Contractor daily check-in google form and visits CSS to physically check in. All other workers in the jobsite just complete the Contractor daily check-in form and do not need to visit CSS.
